The Ossirian Empire Government
Type of Government
Constitutional monarchy (or limited monarchy) is a form of government in which a monarch acts as head of state within the parameters of a constitution, whether it be a written, uncodified, or blended constitution. This form of government differs from absolute monarchy in which an absolute monarch serves as the source of power in the state and is not legally bound by any constitution and has the powers to regulate his or her respective government.
The Ossirian Empire is an attempt to create a recognized micronation, while trying to find a way for a government headed by a hereditary monarchy to work in the modern world. If God wills it, we shall succeed.

Three Branches of Government
- Executive Branch - The defenders and enforcers of the law, with His Imperial Majesty as the head.
- Judicial Branch - The interpreters of the law, with His Imperial Majesty as the head.
- Legislative Branch - The writers of the law, with My Lord Speaker of the House and His Excellency the Grand Moff as equal co-heads of this branch.
Council of Moffs
His Excellency the Grand Moff (or just call him/her Grand Moff like in Star Wars!) is elected by the people every 10 years. A Grand Moff may serve no more than 2 terms, for a total of 20 years. If the Grand Moff dies in office, My Lord Speaker of the House replaces him/her until a new one is elected. The reason for this is the fact that the Grand Moff becomes Emperor if the current Emperor dies without an heir. It is therefore necessary that the Grand Moff have some experience.
The Council of Moffs is the body which the Grand Moff is the leader of. This is a council of territorial governors and other nobles with governor-level responsibility (i.e. the elected Moff of a large corporation), who are elected by their constituents. They may also be appointed by the Emperor, usually in cases where a territory needs a representative but lacks a local government. Each local government may set their own procedures and policy regarding Moff and governor term limits, elections times, etc. but may not change their Council-level duties, powers, and responsibilities.
The legislation of the Council of Moffs is for inter-territorial purposes only; laws passed by the Council of Moffs must be approved by 2/3 of the House of Lords and should be designed to be non-invasive to local governments.
House of Lords
The House of Lords is the primary legislative body in the Imperial government. It's made up of two distinct groups, the Nobility and the Officiate. The Nobility is the hereditary and appointed representatives of an Area of Representation, or AOR. Each AOR may have no more than 2 noble representatives.
The Officiate is elected by the citizens of an AOR; an official may serve no more than 2 2-year terms. AORs may have 1 official for each 100,000 citizens; AORs without local governments may not have official representatives.
The purpose of the House of Lords is to create legislation regarding the nation of Ossiriand and the Empire as a whole; laws passed by the House may overlap and/or affect local governments and territories. It is up to the people to elect Moffs and officials who represent their wants and needs.
The leader of the House is My Lord Speaker of the House. My Lord's duties are to preside at meetings of the House, and to vote in the case of a tie. The Speaker also does whatever duties an official has, so whatever AOR the Speaker is from get's an extra representative. The Speaker is elected by the entire Empire every 5 years, and may not serve for more than 2 terms. The Speaker is third in the chain of command; above him are the Grand Moff and HIM the Emperor.
How is this Legal?
"We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness.
That to secure these rights, Governments are instituted among Men, deriving their just powers from the consent of the governed, That whenever any Form of Government becomes destructive of these ends, it is the Right of the People to alter or to abolish it, and to institute new Government, laying its foundation on such principles and organizing its powers in such form, as to them shall seem most likely to effect their Safety and Happiness. Prudence, indeed, will dictate that Governments long established should not be changed for light and transient causes; and accordingly all experience hath shewn, that mankind are more disposed to suffer, while evils are sufferable, than to right themselves by abolishing the forms to which they are accustomed. But when a long train of abuses and usurpations, pursuing invariably the same Object evinces a design to reduce them under absolute Despotism, it is their right, it is their duty, to throw off such Government, and to provide new Guards for their future security."
The state as a person of international law should possess the following qualifications:
- (a) a permanent population;
- (b) a defined territory;
- (c) government; and
- (d) capacity to enter into relations with the other states.
The political existence of the state is independent of recognition by the other states. Even before recognition the state has the right to defend its integrity and independence, to provide for its conservation and prosperity, and consequently to organize itself as it sees fit, to legislate upon its interests, administer its services, and to define the jurisdiction and competence of its courts.
The exercise of these rights has no other limitation than the exercise of the rights of other states according to international law.
So there you have it! The Ossirian Empire is completely legal and any laws it enacts are binding on its citizens.
