Constitution of the Ossirian Empire
Article I
The name of this nation shall be The Ossirian Empire. The local territory on Mars where the capitol resides shall be known as Ossiriand. All citizens of this nation shall be known as Ossirians.
Article II
All citizens of the Ossirian Empire shall have the following rights:
These rights shall not be infringed upon except in times of extreme circumstances when approved by the House of Lords, Council of Moffs, and His Imperial Majesty the Emperor.
Article III
The Emperor of the Ossirian Empire shall be of the Royal Bloodline. This bloodline begins with HIM The Emperor Caranthir Turambar of the House of Porter. The mantle of Emperor shall be passed to the eldest child at the time of retirement of the current Emperor or should the Emperor die unexpectedly. If the bloodline fails, a new house will begin with the establishment of the Grand Moff as Emperor.
Article IV
The Second-in-Command shall be the Grand Moff. This position shall be elected by the people of the Empire every 10 years. One person may hold this position for no more than two terms.
His Excellency the Grand Moff shall preside over the Council of Moffs, and oversee and carry out all Empire-wide orders made by the Emperor. If the Royal Bloodline fails, His Excellency the Grand Moff shall begin a new house and become the Emperor of the Ossirian Empire.
Article V
The Council of Moffs shall be made up of the governors and Moffs of each territory or planet where an enclave of the Empire may be. These governor's are the Cabinet of the Emperor, and shall advise him when requested. In addition to this, they shall work as a semi-autonomous body to oversee the Empire and assist the Emperor in the administration of the Empire.
In the case of a tie of the Council of Moffs, the Grand Moff shall hold the breaking vote.
Each territory shall determine the election dates and term limits for their governors and Moffs.
A governor is an Official who governs a territory. A Moff is a Noble (either appointed by the Emperor or hereditary) who governs a territory.
Governors shall also administer their territories according to the will of the citizens of their territories.
Article VI
The House of Lords shall be made of two bodies, the Nobility and the Officiate. Each member of the Nobility is either appointed by the Emperor or hereditary. If a Noble is appointed, then his family shall be hereditary members of that position until their house fails. Each territory may have no more than two nobles in the Nobility.
The Officiate is an elected body. Each territory may elect one official for every 100,000 citizens. Election times and term limits are subject to territorial discretion.
The House of Lords must meet at least twice each Standard Year in order to write and pass a budget for the Empire, and to discuss such business as shall be brought before them by the citizens of the Empire, the Council of Moffs, and the Emperor. Additional sessions shall be determined at the discretion of the House.
Each body (Nobility and Officiate) may meet separately to come to decisions regarding separate territories, but for Empire-wide business to take place, they must meet together. A Quorum of the House of Lords must be 2/3 of the Officiate and 2/3 of the Nobility.
The House of Lords shall be presided over by My Lord Speaker of the House, which position is elected by the people of the Empire every five years. No single person may hold this position for longer than two terms. In the case of a tie of the House, the Speaker shall hold the breaking vote.
Article VII
All other positions and duties shall be appointed by the Emperor at his discretion.
Article VIII
All powers not expressly specified herein are solely allocated to the Emperor to use or delegate at his discretion.
Article IX
Standards of the Empire:
The Standard Year for the Ossirian Empire shall be based upon the Darian Calendar for Mars. The days of the week shall be called Anar Ancalë, Anar Isilya, Anar Carnil, Anar Elennírë, Anar Alarin, Anar Tancol, and Anar Lumbar.
Standard Time shall be Airy Mean Time (AMT).
All units of measure shall be metric.
The Official languages of the Ossirian Empire shall be: Primary: English; Secondary: Quenyan Elvish; Tertiary: Klingon.
The Official monetary unit shall be the Imperial Datary.

This Constitution shall not be changed except by 2/3 vote of the People of the Ossirian Empire. Amendments must be approved by 2/3 vote of the House of Lords and Council of Moffs, respectively, before said amendments may be put forth for a vote by the citizenry.

- The Right to a Trial by Jury of Peers, when arrested for a crime against the Empire.
- The Right to Peaceably Assemble.
- The Right to organize local and territorial governments under the approval of the Council of Moffs.
- The Right to elect by popular vote certain government officials, especially members of the Officiate in the House of Lords.
- The Right to disown the Empire and abandon citizenship.
